Try mutt. It allows you to default to signing or encrypting all
outgoing mail. It supports mixmaster. It slices, it dices, etc.

The only thing it doesn't do is handle HTMLized mail, but you can have
it call an external program (lynx, netscape, whatever) to do this for
you.
