The Office of the Comptroller of the Currency's acting chief on Monday
unveiled a proposal to provide banks with a sketch of what the agency
thinks a winning merger applicant does and doesn't look like, pitching the
plans as a boon to bank merger review transparency while stirring industry
doubts.
