why do you think it is that, although clouds are made of water hanging
from particles of dirt, they stay up in the sky rather than falling
down to the ground?

is it because of the electric charge of the earth and atmosphere
propelling them up? (i think this might be why some dust rises, so it
could be a factor)

[i would imagine it's actually the same reason it is that dust and
vapor don't fall rapidly down at the ground
