The State Bar of California's former deputy executive director "violated
the spirit and undermined the purpose of the Rule 2201 Program," according
to a report the state bar commissioned investigating the former director's
"ghostwriting" of reports connected to attorney discipline cases where
conflicts arise, including one concerning embattled ex-attorney Tom Girardi.
