You're probably talking about the election and the voting process.  I
was speaking generally.

You're right.  In theory you could achieve both with a second layer, a
layer of indirection.  Asking for ID to get into the voting booth,
which just has to keep track that you haven't voted already and
separate the act of voting, which can be anonymized by concealed
ballots.
