NPCs ("non player/playable character" for the gaming impaired) are
people who look and seem to act normal, but are functionally mentally
disabled - unable to think much if at all, unable to reflectively
listen, unable (or really struggle) to form any original thought,
often cannot answer basic questions e.g. "So you hate Trump, you want
change - how are you going to achieve that?" followed by a blank
stare.
